The impact of the service delivery protests in South Africa and the lack of public participation has devastated the country as a whole. Since the dawn of democracy in 1994 to this present day, the current government is faced with many challenges in their mandate to address the inequalities of the past and create a better life for all citizens. The promises made by the present elected government have not materialised and there is a huge service delivery backlog, which has allowed the citizenry to take the law into their own hands with devastating consequences, such as the loss of life, the destruction of property and the crippling of the economy. The author in his research has outlined some of the reasons for the lack of public participation and poor service delivery, and created both a model and a framework for optimising public participation for effective service delivery. Besides the first order factors that were identified in this research, it was found that there are two second order factors that play a major role in optimising public participation and service delivery. It is therefore recommended, that the governments of the day should consider the second order factors to encourage their citizens and other stakeholders to participate in all aspects of public participation and service delivery matters that pertain to their well-being. The author, has completed his master’s (MBL) and doctorate (DBL) in business leadership in the disciplines of SCM, Public Administration and Finance. He has over 20 years’ experience in the public sector and have also worked for various companies in the private sector. Currently, he lectures at various institutions in finance and public administration at master’s and undergraduate’s level. He has also written various articles that are being peer-reviewed.
